What is Pradhan Mantri Gramin - Urban Awas Yojana

Features of PMAY:-

Eligibility for the beneficiary of PMAY

  • If the applicant is a beneficiary of any other housing scheme of the Center and the State, then he is ineligible for the Pradhan Mantri Awas Yojana.
  • The annual income of the applicant should be between Rs 6 lakh to Rs 18 lakh.

  • With a total investment of Rs 8.31 Lakh Crore, PMAY-U has so far sanctioned 122.69 Lakh houses , of which foundation stones have been laid for more than 1 Crore houses and more than 61 Lakh houses have been completed and distributed to the beneficiaries. has been distributed. 

Pradhan Mantri Awas Yojana-Urban: 

  • Introduction: 
    • The Pradhan Mantri Awas Yojana (PMAY) comes under the government's mission for urban housing - Housing for All by 2022, implemented by the Ministry of Housing and Urban Affairs (MOHUA). 
    • It makes home loans affordable for the urban poor by providing subsidy on home loan interest rate while repaying Equated Monthly Installments (EMIs). 
  • Beneficiary: 
    • The mission refers to the urban housing shortage among EWS/LIG and MIG categories including slum dwellers. 
      • Economically Weaker Section (EWS) – with a maximum annual family income of Rs.3,00,00. 
      • Low Income Group - with a maximum annual family income of Rs.6,00,000) and 
      • Middle Income Group (MIG-I & II) whose annual family income is Rs.18,00,000). 
      • The beneficiary family will consist of husband, wife, unmarried sons and/or unmarried daughters . 
  • Four verticals of PMAY-U: 
    • In-Situ Slum Redevelopment (ISSR): 
      • It will be implemented vertically with the concept of "land as a resource" with private sector participation to provide houses to eligible slum dwellers . 
        • Slum: It is a congested area of ​​at least 300 people or about 60-70 houses usually with poorly built overcrowded houses, unhygienic environment, inadequate infrastructure, lack of proper sanitation and drinking water facilities. 
    • Affordable Housing through Credit Linked Subsidy (CLSS): 
      • EWS, LIG, MIG (I & II) beneficiaries seeking housing loan from banks, housing finance companies and such other institutions and seeking housing loan for construction or extension of new houses are eligible for interest subsidy Huh: 
        • Loan amount up to Rs.6 lakh at 6.5% interest subsidy 
        • Loan amount up to Rs.9 lakh at 4% interest subsidy 
        • 3% interest subsidy on loan amount up to Rs.12 lakh 
    • Affordable Housing Through Partnership (AHP): 
      • Affordable housing projects can be a mix of houses of different categories, if at least 35% of the houses in the project are in the EWS category, it will be eligible for central assistance. 
    • Beneficiary Led Individual House Construction (BLC): 
      • Central assistance up to Rs 1.5 lakh per EWS house is provided to the eligible families belonging to EWS categories for construction/augmentation of individual houses. 
  • Demand-driven Approach: 
    • PMAY-U adopts a demand-driven approach to strengthen the ethos of cooperative federalism , the housing shortage is decided by the States/Union Territories (UTs) on the basis of demand assessment. 
    • The mission is implemented as a Centrally Sponsored Scheme ( CSS ), except for the CLSS vertical of PMAY-U , which is being implemented as a Central Sector Scheme. 
      • Central Sector Schemes are 100% funded by the Central Government and implemented by the Central Government machinery. 
      • A certain percentage of Centrally Sponsored Scheme (CSS) funding is borne by the states and the implementation is done by the state governments. 
  • Geotagging: 
    • Geotagging is a process of adding geographic identification to various mediums such as photography. 
      • Under the PMAY-U guidelines, it is mandatory for the state government to ensure that all houses built under the scheme are geotagged on the Bhuvan HFA (Housing for All) application . 
        • Bhuvan is an Indian ground platform developed by the Indian Space Research Organization (ISRO) .

  • Women Empowerment: 
    • The mission promotes women empowerment by providing ownership of houses in the name of the female member or in joint names . 
    • Preference is also given to women (with overriding preference to widows, single women), persons belonging to SC/ST/OBC, minorities, persons with disabilities and transgenders. 
  • Initiatives under PMAY-U: 
    • Affordable Rental Housing Complexes (ARHCs): 
      • It is a sub-scheme under PMAY-U. 
      • It will provide easy access to dignified affordable rental housing to urban migrants/poor in industrial sector as well as informal urban economies close to their place of work. 
    • Global Housing Technology Challenge: 
      • It aims to identify and mainstream innovative construction technologies globally for the housing sector that are sustainable, eco-friendly and disaster-resilient. 
    • CLSS Awas Portal (CLAP): 
      • It is a common platform where all the stakeholders namely MoHUA , Central Nodal Agencies, Primary Lending Institutions, Beneficiaries and Citizens integrate at a specified point of time. 
      • The portal facilitates tracking of subsidy status by the beneficiaries as well as processing of applications.
